The Board of Directors have put together this information in the hopes that it will be a handy reference and guide book for you.

The Covenants for each Phase of North Hill Subdivision are available on this website for your reference.  Please familiarize yourself with the applicable covenants for the phase in which you reside or own property.

 

BUILDING GUIDELINES:

ALL PROPERTY IMPROVEMENTS MUST BE PERMITTED BY THE NORTH HILL PROPERTY OWNERS ASSOCIATION.  This includes new construction, additions, fences, pools, outbuildings, and sheds.

While keeping in mind that we’re neighbors, the ARC and Board of Directors will discuss problem areas to arrive at the most amiable solution.  These guidelines are not meant to be dictatorial, but to protect the property values of the homeowners.  These are all in keeping with the covenants of all phases of North Hill Subdivision.

  1. Roof pitch shall be a minimum of 8:12.
  2. Driveways shall be concrete or paved from the street to the residence/garage – No loose aggregate is allowed.
  3. Outbuildings must be similar in style to the house. Metal sheds and carport covers are not allowed, unless the façade is reflective of the style of the house.
  4. Brick mailboxes are preferred.
  5. House design should resemble the majority of the houses in the subdivision.
  6. Building sites must be kept clean during construction.
  7. All construction should be in keeping with the Southern Building Code
  8. Pool houses must be in close proximity to the main house/pool area and shall have only one interior room besides a bathroom.
  9. Only one certificate of occupancy may be granted per lot.

 

NHPOA – ARC (Architectural Review Committee)

REQUIREMENTS AND PROCEDURES FOR GRANTING BUILDING PERMITS

  1. REQUIREMENTS
    1. Completed Building Permit Application
    2. Preliminary Plot Plan
    3. Blueprints for New Construction/Residential Home; blueprints or drawings for improvements other than residential home
    4. Receipt of applicable permit fee
    5. Architect’s final surveyed plot plan for new construction/residential home required 30 days after foundation is poured.

 

  1. PROCEDURES FOR ARC COMMITTEE MEMBERS
    1. Review Building Permit Application
    2. Review preliminary plot plan or final plot plan if available for correct setbacks, see Covenants 12, 13, 14, 15 or 16
    3. Review Blueprints
      1. Check for minimum of 1900 sf heated/living area exclusive of attached carports and garages
      2. Check for roof pitch
  • Check blueprints for home office or business office, see Covenant 11
  1. Check exterior finish on blueprint, see Covenant 7
  2. Circle the living area square footage, sign, and date on the blueprint
  3. Once the above requirements and procedures are completed, grant and submit the North Hill Building Permit

 

NORTH HILL GRASS CUTTING PROCEDURES

The community appreciates everyone who has helped to keep North Hill clean and manicured.  It is every property owner’s responsibility to keep their grass cut as required.  It is not possible for us to call every property owner when it is time for their grass to be cut.  Therefore, these guidelines are established so that every owner understands what is acceptable to maintain the formal beauty added to the North Hill community when the grass is kept trimmed and manicured. Please relay this information to the person who cuts your grass.

DEVELOPED RESIDENTIAL LOTS:

Mow and trim grass as required to maintained grass height not over 5” and not under 2” as measured by ruler from ground.

Trim grass in and around delicate areas as required to present groomed appearance.

Edging of flower beds, curbs, roadways, sidewalks, misc hardscape, etc. as required to present groomed appearance

Shrubs and bushes shall be trimmed to ensure they present a healthy appearance and to ensure drivers’ view of traffic is not impeded.

Any dead plant shall be removed.

Any grass clippings on the roads shall be removed and properly disposed of off NHPOA grounds.

UNDEVELOPED VACANT LOTS:

Maintain grass areas by first picking up all litter, trash, garbage, etc. and disposing of properly off NHPOA grounds.

Mow and/or trim grass as required to maintained grass height not over 12” and not under 2” as measured by ruler from ground. This includes all area within lot property lines including drainage ditches and road shoulders.

Any grass clippings shall not be visible in large clumps from street or any other property. These grass clippings should be spread out, mulched, and/or removed from the property and properly disposed of off NHPOA grounds. Any grass clippings that end up on developed property shall be removed to the satisfaction of property owner and properly disposed of off NHPOA ground.

Any grass clippings on the roads shall be removed and properly disposed of off NHPOA grounds.

ANNUAL DUES ASSESSMENTS:

The normal NHPOA billing process for annual dues assessments is as follows:

NHPOA property owners are billed annually by invoice/statement in late November – early December for the coming year and payment is due by January 1 of each year.  Dues are assessed based on subdivision operating costs and are currently $150 each year.

After February 1, a late fee of $25 per month is assessed for delinquent invoices, until paid.

If an account balance reaches $500, the account may be turned over to Justice Court for collection and any attorney fees and court costs will be added to the dues and late fees. 

Additionally, a lien may be placed on your property at any time if the account balance reaches $500, or if your property is listed for sale and there is any amount due and owing on your account.  The lien fee is $250.

 

ADDITIONAL DUES ASSESSMENTS FOR “THE RIDGE”:

Property owners on Ridgetop Drive are responsible for an additional $100 annual assessment which goes to an escrow account for private road maintenance and repairs.    This annual assessment is currently collected as a courtesy by the NHPOA.

 

ADDITIONAL LAKE DUES ASSESSMENT FOR SHORECREST CIRCLE LAKESIDE PROPERTIES:

The developer has installed a large water well (with water flow equal to 10 home size wells) to raise and maintain the water level of the lake as shown on the subdivision plat.  Property owners on Shore Crest Circle whose property backs up to the lake are responsible for an additional annual assessment of $100 for maintenance and electricity to operate the well.  This annual assessment is currently collected by Mr. Mike Lehmann, 183 Shore Crest Circle, Carriere, MS 39426 and should be made payable to:  North Hill Lake Phase III.

 

OPERATING COSTS:

The operating costs of the subdivision include electricity for the street lights and common grounds, water bill for the entrance and pavilion area, grass cutting for the common grounds, insurance for the common grounds, property taxes, termite contract, office and administrative expenses, decorating and supplies.  They are paid from the annual dues assessments and building permit fees.  Additionally, collections costs and costs for remedying covenant violations are paid up front by annual dues assessments and fees, and are ultimately charged back to the offending party.

The NHPOA Board of Directors and all committee members are volunteers and are not paid for their time.

 

COVENANT VIOLATIONS:

Any activity, unpermitted structure, or property neglect which affects the general appearance of the subdivision to the detriment of the other property owners’ quality of life or property value, or violates the covenants in any way will be enforced by the NHPOA.  Once the violation is brought to the attention of the NHPOA, the offending property owner will be notified in writing of the violation and given ten days within which to remedy the violation.  If after ten days, the violation continues to exist, the fine will be $100 per MONTH until photographic evidence that the violation has been corrected is received by the NHPOA.  In some cases it may be necessary to seek a Cease and Desist Order or file a Suit for Damages, in which case all court costs and attorney fees will be charged to the offending party as well.  All fines will be immediately due and owing and if not paid in a timely fashion, collection may be made through Justice Court, County Court or Circuit Court, and/or by placing a lien on the property.

In the case of yard or grass cutting neglect, if it becomes necessary for the NHPOA to have your grass cut, the charge is $200 for each occurrence. 

PARKING:

All recurring, daily parking shall be on the paved driveway and not in the grass.

RVs, boats and trailers shall be parked at the rear of the residence and cannot extend past the front of the house.

 

SUGGESTIONS, COMPLAINTS AND OTHER BOARD COMMUNICATIONS:

All suggestions and complaints SHOULD BE SUBMITTED IN WRITING to the North Hill POA for consideration at the monthly board meetings.  Submissions may be emailed to [email protected] or mailed to P.O. Box 734, Carriere, MS 39426.

 

CHANGE OF ADDRESS:

Please promptly report any change of ownership or address to the NHPOA to ensure that mailings are going to the correct address or party.  As a reminder, any billings to property owners are simply a courtesy.  Similar to your property tax bills, NHPOA bills are the responsibility of the billed party – even if the bills are not received by the billed party, and any necessary late fees or collection fees are also passed on to the owing property owner.  All involved will be best served by ensuring proper billing addresses are maintained by the NHPOA.

 

UNLICENSED, UNINSURED OFF-ROAD VEHICLES:

IT IS UNLAWFUL to operate an UNLICENSED MOTOR VEHICLE on public roads.  The Sheriff’s Department does respond when called (601-798-5528).  The caller does not have to identify themselves.  The Sheriff will impound unlicensed motor vehicles used on public roads.

MOTORIZED VEHICLES ARE NOT ALLOWED ON NHPOA COMMON GROUNDS, INCLUDING THE PARK AROUND THE PAVILION AND THE WALKING TRAIL AROUND THE RETENTION POND.

Parents are responsible for the behavior of their unsupervised children.

To enter uninvited upon the land of another is Trespassing! A lot owner can charge a trespasser with a civil suit in Justice Court.  The Sheriff’s Dept. will investigate and evidence such as statements from eye witnesses, photographs and video camera footage will make for stronger cases and may be needed for a conviction.

 

DRIVEWAYS/CULVERTS:

A permit is required from the Pearl River County Department of Planning and Development prior to the installation of a driveway, culvert or any other pipe in a drainage ditch located on a county roadway.
